All prisoners, including undertrial prisoners, convicts, detenues, civil prisoners, and other vulnerable categories such as women, transgender persons, foreign nationals, juveniles, elderly prisoners, and prisoners with disabilities, who are entitled to free legal aid services

Access to free and effective legal aid through Prison Legal Aid Clinics (PLACs), including legal advice, appointment of legal aid lawyers, assistance in bail, parole, appeals and petitions, regular legal awareness, grievance redressal, facilitation of communication with courts and families, and protection of constitutional and procedural rights of prisoners to ensure access to justice
